HONG KONG.
Possibility of grant for benefit of Hong Kong University has been discussed with Secretary of Rhodes Trustees. In response to appeal from Secretary of State Rhodes Trustees have already approved grant of £1,000 to be spent over next four or five years to bring student from Hong Kong to Oxford.
This might perhaps mean establishment of say two Rhodes postgraduate two year studentships to be held at Oxford for graduate of Hong Kong University.
In informal discussion at Colonial Office with decretary of Rhodes Trustees Northcote tentatively suggested other and more expensive schemes
(1) Endowment (for limited period) in Hong Kong University of Rhodes Chair of say Colonial history if well-qualified candidate were available.
(2) Establishment of one or more studentships annually of value of £100 per annum to be held at Hong Kong University by selected studente from China for four years tenure. These might be either for graduate or post-graduate course of study.
Trustees might find particular difficulty in giving approval to application for second suggestion since it is less in accord with Rhodes objects than other two auggestions,
I shall be grateful if Slose could be consulted on those proposals and if I could be informed of hie views from University point of view as well as your own observations from general point of view of Colony and Colony's relations with China. What would be minimum cost to donors of proposals (1) and (2)? I believe association of Rhodes Trust with Hong Kong University would be of great value in any form, but before making any specific proposal to Trustees, I should like to know your own and Vice-Chancellor's preferencea on above three or any other suggestions.
